Make a Payment to Visa

Is it possible to make a payment on behalf of a Visa credit card holder to Visa with one of the APIs?

I'm trying to find out if my idea for an app is realistic. I want to help users to have a healthy balance of debt and to help them keep their balances lower overall. I was thinking it would be nice to build an app that helps users pay down the balance of one or a few Visa credit cards.
