Use Visa to provide cash back from localised shops

is it possible to use Visa for a project with shops in a municipality. When a person buys 100 € in a list of trade of the commune, he profits from a reduction of 10% on a next purchase or an immediate cash back of 10 € ?

For the cash back use case, I'd recommend you to use the Visa Offers Platform Rewards API, which allows the integrated client to request Visa Offers Platform to issue statement credit to the enrolled card.
