I need help to understand a bit more how to build our app.
This is how the app would work:
User taps their debit/credit card on an Android device (contactless tapping via the NFC sensor). The tablet is on the counter in a cafe.
The card's detailed are stored - here I guess I should use tokenisation?
Later on, I need to be able to charge the card if I need to. Based on user behaviour.
As far as I understood, tap-on-phone is not the right approach because it's only for card-present transactions? In this case I want to charge later.
What's the easiest way to achieve this in your opinion?

You are correct that Tap to Phone is a card-present method of payment. Visa Token Service would be useful to securely store card info and allows payments to be processed without exposing account details.
Cybersource is a Visa Solution that also provides payment method APIs. I suggest looking at Recurring Billing to support your desire to store card info and be able to charge recurrently.

That functionality is not currently available for Tap to Pay.
