Linking mobile money accounts to Virtual Visa prepaid cards

Hello,
I live in West Africa and I am the CEO of an IT company.
Very few people have bank cards hence most people cannot make online purchases.
We would like to offer mobile operators a service that would allow people to link their mobile money accounts to Visa virtual prepaid cards.
We are looking to work with developers that could help us implement this service.
